Short bio

Gilbert Sendugwa is the Executive Director of Africa Freedom of Information Centre (AFIC) which he has led to become the largest and leading CSO network and resource centre promoting the right to information, transparency, accountability and inclusive development across Africa. Gilbert has successfully led and supported campaigns for passage of ATI laws in several countries in Africa. He has also led campaigns that resulted in important resolutions at regional and international level including ACHPR Resolution 222 on the expansion of principles of freedom of expression to strengthen the right to information by the African Commission on Human and Peoples’ Rights as well as UNESCO General Conference and United Nations General Assembly (UNGA) resolutions proclaiming September 28th as the International day for Universal Access to Information (IDUAI).   

As a member of IFEX’s outgoing Governing Council Gilbert has contributed to the implementation of General Assembly resolutions regarding review of membership policies, network engagement and support, and strengthening members capacity to engage international mechanisms.  He has also served as Treasurer, overseeing and reporting IFEX’s financial matters and supporting its fundraising efforts. With the appointment of the new executive director, he looks forward to working with Governing Council to support the new transition. 

Gilbert holds a Master’s in management Studies, Postgraduate diploma in Project Planning and Management and a bachelor’s degree in Social Work and Social Administration.  He has undertaken a series of short management and skills training such as Advances in Health Communication by the John Hopkins University, International School for Transparency on Access to Information and Participatory Appraisal Skills training among others.
